  Tri this, seems to have worked for me and many others. Right click on the .exe file for the new version where you downloaded it Select Troubleshoot compatibility Choose 'Try recommended settings…

  I am just clicking the link you gave above. Perhaps you are viewing a cached version, clear your browsing history etc. But what I posted above is whats in there anyway.
